Across Europe, millions of animals are used every year in tests that frequently inflict suffering, which can be severe, but seldom deliver on their main promise, which is better health for humans. They include mice, fish, rats, guinea pigs, rabbits, cats, dogs and monkeys.
This suffering must end – for the animals and for better medicine, better product safety and better environmental protection. But we urgently need your help.
If you are an EU citizen, you can end animal testing by signing the European Citizens’ Initiative.

Why are you using a European Citizens’ Initiative?
An ECI is a is a unique mechanism, allowing the public to tell Europe’s authorities what they care about. An ECI addresses the European Commission directly, the Commission must respond, and an ECI can result in changes to EU law. If one million citizens of EU member states sign the initiative, we have the chance to stop tests on millions of animals.
Why do they ask for so much information?
The European Citizens’ Initiative is a powerful tool for citizens of EU member states to call on the European Commission to change legislation. As this is a powerful mechanism that directly addresses the Commission, they require specific information to be collected to verify that those who sign the ECI are citizens of an EU member state. Isn’t animal testing for cosmetics already banned in the EU?
Tests on animals for cosmetic products and their ingredients were banned in Europe in 2009, and a ban on the sale of animal-tested cosmetics has been in place since 2013. We fought hard, with you and Members of the European Parliament, for those bans. However, despite the bans, new tests on animals for ingredients – even those used exclusively in cosmetics are being required. Help us protect and strengthen the cosmetics animal testing bans by signing the ECI.
Who else is supporting the European Citizens’ Initiative?
We are working together with the European Coalition to End Animal Experiments, Eurogroup for Animals, HSI/Europe and PETA and many others to end animal testing in the EU. But we need you and all your compassionate friends – an ECI needs over one million valid signatures to succeed. An ECI shows the European Commission that citizens care and want change – it is a mechanism for people to demand new legislation.
